But at some point we have to ask who is giving these ridiculous instructions to our Police and Judiciary, and why?

That doesn't excuse their individual culpability.
History shows us that the 'I was only obeying orders" line doesn't really cut it.
 
I am listening to Barney Webber's parents right now and I also listened to her on the radio yesterday.
I have such admiration and respect for them and the other families in involved - they are behaving with absolute dignity.
The Police and other services had a number of opportunities to stop this man and they didn't.
From the day of the murders onwards, the Police treated the victims so badly it is beyond comprehension.
Many people need to lose their jobs and lose their pensions - they have no right to be paid out of the public purse.
There have to be repurcussions and change - will there be - doubtful.
I feel so sad for all of them - they should not have to go through this crap while the public sector lies to protect themselves and not take responsibility.

How long ago was that? It's been a cesspit for years.
 
And on top of this crap - the murderer never received a jail sentence - he is in an institution but could be released and never see jail - absolutely disgraceful.

Consider the word "performative".
 
the public sector lies to protect themselves and not take responsibility.

I have seen this happen in many institutions and companies. It seem to be a phenomenon (there must be a proper name for it) where teams operate beyond their authority, or beyond the law.
When these actions are called into question, the entity seeks to protect itself and blocks all investigative attempts. Occasionally a whistle-blower will break ranks, but they are normally discredited and find it very difficult to find any meaningful employment again

There's always a few police and a van for wrong expression. Yet none available as your car is being broken into. The only time any come then is if you attack the criminals with a baseball bat then they come for you and tell the criminal to take an assault case.
