I have highlighted your correct words. How that’s best achieved is not determined by amateurs on websites or in pubs. It’s achieved by experts producing reports and recommendations and enabled by Judges responding to them.

Whatever is decided needs not only be effective for the individual but sufficient to deter others so I would anticipate a custodial sentence in almost every case but not necessarily so in all. Making sure the behaviour is not repeated and deterred in others is the objective.

Allowing purchasers of child sex rape videos walk free is your idea of deterring others. I see. So that is their deterrent whereas social media posts requires 30 months in jail. Gotcha.

Of course I don’t think that.

Anyone doing that deserves the appropriate punishment. Which ought to also deter so never just a soft option. What is appropriate depends though on the individual circumstances of every case. Just as it does with every case, including those involving social media.

Unless we know those circumstances it’s impossible to make any kind of informed judgement. That’s why we pay Judges.

The question was what don't I understand about Orwell. I used his quote as I think the daft ideas of Ms Adshead are a good example of what Orwell was talking about.

Anyone seriously considering what Dr Adshead has to say could never dismiss them as daft. She has a great deal of personal experience and acquired knowledge which makes her an expert in this field. She doesn’t have any axes to grind. She simply wants better outcomes for society as a whole.

Know it alls would do well to actually listen, pause and reflect before allowing their prejudices to overflow.

The response questioned my understanding of Orwell and I am yet to see any detail of what I don't understand about him. Adshead is like some sort of witch-doctor spouting mumbo-jumbo, no wonder you are an admirer.
