Previously, on here, HOL-Eagles have blamed block-voting. The entirety of a 'community' will vote for this candidate or that one. All based upon a negotiation with politicians. Politicians who thus must dance to the drum.
However, the irish in america circa the time of 'Gangs of New York' were all into block-voting. Tammany hall and all that. And you correctly identify an absence of paedo rape gangs.
Thus , to answer your question Eagle, i reckon its an ideology that has allowed and empowered a rapey culture. Now, for the life of me , i cannot identify what that culture could be. Not football ? not morris dancing, not fast-food nor minicab firms, ...it beats the hell out of me to try to answer your question ? I don't know much about ideologies. Voltaire ? nope, Hermeneutics ? not likely, Post-Modernism ? doubtful.

Investigation requires cooperation to be successful. If people don’t talk and retreat into protective huddles then your investigation is on the rocks.

To successfully prosecute you need evidence. Evidence of crimes that are often in the past where the physical evidence has long since disappeared. Much easier to do that with the bulk of any community on your side and wanting to distance themselves from the criminals trying to hide within them.

Odd then that any arrests have been made at all. Perhaps some sectors of the community are more civic minded than others.
