I waited until I saw the video shot by a bystander which appears to show the whole event before commenting. High stress is not evident. The “officers” are calm and do not act as under threat. It’s unclear whether the car touched the guy with the gun, but if it did it was only a slight brush at less than walking speed as the victim was attempting to move away. The guy, who had already drawn his gun, fires 3 times through the open window as the car moves away from him. He then calmly walks, with no apparent injury, to where the car has crashed.
I also saw the video from the senior management trying to justify the action. Their description was totally at odds with what I saw. They claim the action was self defence. Something the local mayor described as bs!
So unless there were things that happened prior to the video I saw this looks to me to be nothing less than a murder. There is no way the guy who fired could claim he was facing a threat to his own life. You don’t shoot people who refuse to get out of their car and try to drive away.
