That is simply the careful wording of an attorney. If he was sure it didn't exist he would have said so. Something like "this report concludes that the President did not commit a crime. The one he used is a negative statement, not a positive one. He left the door open. That is the blatant fact. That others want to dismiss it might be unfortunate but cannot change it.

So far as I am aware, Presidents don't decide who gets prosecuted! Justice Departments do because of the separation of powers requirements. It was the FBI who decided not to press charges against Clinton, something that so enraged Trump he fired Comey.

Trump has repeatedly compared his Federal indictments to Clinton's misuse of a private email server but that's like comparing a bank robber to someone mistakenly picking up something that isn't theirs. Clinton made a mistake but there was nothing malicious involved.

The only delusion here is that pushed by Trump and anyone who buys into his nonsense.
