It seems there's a decent chance CAS will overturn this as the clause UEFA are basing this on looks debatable at best.
One thing football bodies are crap at is upholding their rules. Just see the number of cases the Premier League has lost recently and how Many City are currently dancing around them. City won the right to get even more lucrative 'sponsorship' deals from the Emirati and Newcastle have the right to do the same from the Saudis. The Prem also lost their case on enforcing PSR regulations on Leicester.
What the bodies have managed to do is punish Palace for Textor having too much control, when he has argued for years his frustration at not having any control, and benefit:
Lyon, whose finances are so bad they were initially relegated by their own league
Forest, who have broken PSR rules and whose owner quite literally runs two clubs (but that is fine as long as the paperwork says something else)
and allow City and Girona who have the same sponsor (the owners), Girona are 47% owned by the City Football Group and are the largest owner, and have made 25 transfers between each other on the last 10 years.
The rules aren't even stopping the thing they're meant to stop. It's an absolute farce.
