If that happens anywhere else it is a free kick

So, either re-write the rules to recognise that the threshold for a penalty is higher or enforce the rules!

I am sick of the whole holding thing as well - does it actually say in the rules that you can hold but only for so long?? (Genuine question as I am sick to death of the inconsistency!!)

There was something about an initial hold until the ball is played. Eagle man would have to answer this. Not Dermot Gallagher - he just makes s*** up.

But you can accidentally have the ball hit your arm and its a penalty, pushing someone over with no attempt to kick the ball isn't.
