You would need to ask the police their reasoning. There’s no question her final words are appalling, whilst her earlier ones aren’t. Perhaps it’s that context or that the event referred to wasn’t here, or that the “kill them all” was generic rather than specific. Whatever it was they thought either that the CPS would refuse a prosecution or that a warning would achieve the desired result and deterrence was unnecessary.No incitement here.
