The powers that be are looking to bring in a Squad Cost Ratio (SCR) system, where the amount you can spend is limited by the revenue you bring in.
Unfortuently I dont think there is any system that can be put into place that will stop the big boys cheating. City with the sponsorship, Chelsea and Everton swapping youth team players, Chelsea and Villa selling their woman's teams.
