I'd call that harassment rather than free speech.

If he weren't aggressively and continually calling them names it would be tolerable.

He's going right up to them and insulting them rather than giving an opinion or objecting.

My opinion is that you can have free speech but there is a limit. He can say all he wants but when it's harassing people and scaring children then that crosses a line. Same for either side. But we all know what side usually does that.
