It was CIA in partnership with Cuban exiles....The CIA planned, financed, directed, and equipped the invasion and it was something Kennedy walked into when coming into office.
Kennedy was no fan of Cuba as it was then a Soviet client state. However, unlike some of our foolish leaders today he wanted to limit involvement to avoid escalating into a broader conflict with the Soviet Union.
As his heart wasn't in it he should have cancelled the operation....instead he dithered and went half way (as I've said, it probably sealed his own fate as the CIA was way too powerful until the Church hearings in 76).
The US did provide equipment and carried out a first wave of air strikes (but with the US insignia painted over). But Kennedy canceled anymore air support and strikes and the exiles were over-ran.
They secured three initial beachheads and pushed inland a short distance but without help they were soon toast.
It's a lesson that Machiavelli taught: go hard or go home.
