Already under consideration. However the establishment have a new wheeze we will all pay for it with no opting out and it will be based on your property value.It's just a matter of time before the TV Licence system is abolished, regardless of who is in power. If you don't like that, it's just tough.
You are paying to fund our national broadcaster. Our face to the world. Doing it in a way which tries to avoid direct political interference. Not via taxation. If people are avoiding their contributions then an alternative is needed. I think an internet and cell network levy is the way forward. A levy which is ring fenced for a single purpose only. Not immediate replacement but over a number of years, with matching reductions in the licence fee until it is no longer worth collecting it. No need to collect via the completely ridiculous and out of date council tax.Already under consideration. So I live in a nice home and don't use the BBC I will pay top dollar whilst someone who is an avid user and lives in a not so nice home will pay less for their entertainment.
Defunding the BBC is not on the agenda. You would think with the number of licence payers falling significantly year on year it would be. Not so, they just need a better way to empty our pockets.

You are missing the point! The BBC is not just a take or leave it commercial broadcaster selling a product. They are our national broadcaster and face to the world. We might not approve of that face anymore than we approve of the policies of an incumbent government but that doesn’t mean we can just pay tax on only those things we do approve of. As the BBC isn’t wholly paid for through taxation, in order to avoid political interference, we all need to pay in a different way. If avoidance of the licence is happening then the method must change.

All the leaks coming from the BBC and government are that they want a broadband tax which will be collected by phone companies. Of course if you opt out legally now that will not be an option they want to close that loophole. This would be great for the beeb as easy to collect (not their problem).
The other wheeze that the BBC is pushing is to make it a proper tax rather than a licence. The richer you are the more you pay.
No one is looking at scrapping the licence all together and letting the BBC fund it self. That is not on the table.
