Unless you discover a way to make people pay for a service they don't receive this won't work.

Nobody at all doesn’t receive the service provided by the BBC. They just think they don’t.

We all benefit. Even those who never watch the BBC or any other live TV. The BBC is our national broadcaster who, despite the cynicism trumpeted here in a nauseous stream of bias, is hugely respected and trusted elsewhere. The BBC is one of our few remaining genuine points of difference. Our reputation, and ability to maintain a place in the world, largely depends on it.
