When the first priority of the police is to maintain the peace taking preventive steps in the face of a likely breach makes sense.

If a policeman thinks someone is deliberately trying to provoke reactions then they are obliged to prevent them doing so.

So to get this straight: if there are people who, for instance, are openly Muslim and people don't like that - perhaps because their kids were groomed. Or they've been forced to flee Islamic extremism: so they hate them. They can form a march shouting whatever slurs at them they like. Yet, the Police will remove the openly Islamic people who are clearly goading the marchers for a "breach of the peace". Whilst the marchers threaten violence to them but are not at all in the wrong. As the police are powerless to resist?
There isn't an answer to this that could be acceptable under our supposed laws.

Every situation presents a different challenge to the police commander charged with keeping the peace. If two large groups are opposing one another it may be more effective to just concentrate on keeping them apart. If there are only one or two opposing a larger group it might be better to remove them for their own safety.

I always assumed that the police are at asylum hotel protests to protect the hotel occupants from possible harm by the protestors. In which case why make the situation worse for yourselves by openly allowing a counter protest so that now you have to keep three groups apart rather than two? I can surmise that the authorities want confrontation so that they can point to the nasty ‘far right’ element being the cause of all our troubles. Yet, a solitary lone protester at a Palestinian rally is considered a potential disturbance of the peace. Two tier.
