It clearly states they have the right to be heard and for their choices to be taken seriously regardless of their age.

Of course their current feelings matter, need to be heard and taken seriously. That’s all part of trying to show respect. That doesn’t mean that they aren’t counselled and advised. Nor does it mean their opinions overrule others. Indeed there are now regulations which ensure they cannot.
