The three-person commission will actually decide Man City's punishment, the Premier League can only "suggest" a punishment.
The designing of the system is smart, multiple other leagues function the same way as a balance on commissioner power as well as shielding the commissioner from pissing off owners who are upset at the ruling.

Interesting they've essentially said this is the tail end of the process and they want to deal with it swiftly. It perhaps puts paid to the owner's claims that they'll drag out a long appeals process.

Ive heard from someone who works for City,l (& she 1000% works for them before anyone asks) they all received a video message from the chariman saying its essentially BAU & to carryon as normal, they have clear evidence that they haven't done any wrong doing & the FA have been fully aware of this. She also mentioned a hacking scandal by the scousers which isnt overly relevant, but essentially saying everyone's doing the things Citeh are accused of.
Personally its going to go on a while & I dont except to see a smooth outcome, crackers really!

Before today, the conclusion I had fumbled towards was that City's unforgivable, shameless conduct was one thing, but that the eventual outcome of all this would be dictated by whether the hidden money was enough to make a difference.
We now know that City were financially enhanced by some £830m over the period in question. Accounting for inflation that's, what, 1.2 billion in todays terms? More, perhaps, considering the way football transfer fees have spiraled since?
Even split into component parts for each season, it would be enough to make a difference. To have maintained it every year for so long takes the influence of the money to another level altogether.
None of their trophies can count, now. They must all be expunged from the record. I would also include in that the trophies won after the cheating period, because they built their later teams on the foundations provided by the fraudulent ones.
Hard to see how all the other clubs don't pursue massive compensation now. More to the point, so should the premier league and everyone associated with it, in the broadest possible sense. We've not just been watching a lie, we paid to watch it. We'll never get those football years back. How do you even begin to put a figure on it all?

A small point regarding them getting a point deduction this season that guarentees relegation e.g. 114 points. For Palace that would not be fair because Palace had to play them and lost when they were motivated to won the league. A huge points deduction may mean the players down tools to avoid injuries so they can get sold in the summer. If its 50 then they have a chance of staying up and may battle to get 40+ points and safety. From a Palace perspective and losing those 3 points it would suit us if they are placed into 20th place and all their games this season are classed as 3 nil wins to the opposition and they can play friendlies against Inter Miami until May when they are relegated.

If City were to be booted out of the PL the Football League would be under no obligation to accept them with the complications it would cause for their own promotions and relegations. They might have to start at non- league level, presumably with a team above not being relegated to make room for them.

An independent Commission has found Manchester City FC guilty of all charges related to serious breaches of the Premier League’s financial rules over a nine-season period, and the majority of charges in relation to its failure to co-operate with the League’s investigation.
The independent Commission found that between Seasons 2009/10 and 2017/18:
- Manchester City arranged ‘sham’ contracts (which misrepresented the true agreement between the parties) with a number of its commercial partners, as well as relying on ‘sham’ agreements with others, to artificially inflate the club’s revenues and reduce its costs
- The club filed misstated accounts and concealed the true state of its finances from its auditors and football regulators
- Manchester City was significantly in breach of both the Premier League’s and UEFA’s spending limits
- During the Premier League’s investigation, Manchester City committed multiple breaches of its duties of co-operation and utmost good faith towards the League (three of the four alleged breaches were upheld)
The independent Commission found that Manchester City arranged ‘sham’ commercial deals with a number of its sponsors during the period, which were part of a disguised funding scheme, whereby those companies were only required to pay a portion of the relevant sponsorship fees. The remainder was funded by Abu Dhabi United Group Investment & Development Ltd (ADUG), which owned the club. As part of the scheme, further ‘sham’ arrangements, funded by ADUG, were entered into to enable the club to record lower operating expenses than it actually incurred, as well as a ‘sham’ circular arrangement with Fordham, an entity that purchased the club’s players’ image rights, that was funded by ADUG.
The purpose of these schemes was found to have been to artificially inflate the club’s revenues, and reduce its costs, by more than £900 million during the affected period, to appear to comply with financial rules. The consequence of this, as the Commission found, was that the club filed misstated accounts and concealed the true state of its finances from its auditors and football regulators. The Commission concluded that ‘by its conduct the club clearly intended to circumvent the PL Rules‘.
As a result, Manchester City failed to accurately report its income and expenditure for the purposes of the Premier League’s Profitability and Sustainability Rules and UEFA’s Club Licensing and Financial Fair Play Rules. The Commission found that, had all of the relevant agreements been reported accurately in the club’s accounts, it would have been in breach of both the League’s and UEFA’s spending limits by a very substantial amount.
In addition, during the course of the four-year investigation conducted by the Premier League, the club committed multiple breaches of its duties of co-operation and utmost good faith towards the League. The Commission concluded that the club had ‘made concerted efforts to stop and frustrate the PL investigation’.
