They will primarily be used outside of Gaza. Not because the Israelis care, but because it is more efficient to send intelligence officers to do Battlefield forensics on what they can collect from the tunnels and then utilized engineers to make it uninhabitable as it is cheaper to destroy those tunnels and command centers in Gaza with engineers with cheap explosives (or even sea water as they often do) then to drop the really expensive bombs from F15s or F35s.
It doesn't have anything to do with being humanitarian, it has to do with fiscal responsibility and intelligence gathering.
