Does it really? Did you actually read the BBC report?

No objective person reading it could reach such a conclusion. So unless you believe the BBC are lying and have better evidence to support your assertion I don’t think your’s is true.

That there is breakdown of law and order and the settling of scores between Hamas and rival groups seems true. It happens in vacuums. It’s been suggested that the IDF have been supplying these groups with arms which, if true, would explain why they are now targets.
