You cannot know that! No one can, other than the victim and she might not or be too worried to disclose it. She could have been drunk or drugged and have no recollection at all. Maybe she is so traumatised that she needs time to recover before being interviewed.The victim must have an idea what the attackers looked like.
Even if they were all wearing balaclavas; then this information would be important for the public and potential witnesses.
So the police are talking bollox as usual
It’s the protesters who are talking “bollox”! What purpose is served by disclosing the identity of the attackers? Will it help, or hinder, a successful prosecution? Never forget that things that are of interest to the public are not necessarily in the public interest.
Those protesting need to back off and allow the police to do their job.
