I have been acquainted with ex-pats who are resident in Spain and Portugal and their command of the local language is far from fluent !

And Again i never said fluent. Learn to communicate in a basic way. Flipping heck what is it with the hard of reading. 🤦

I was merely responding to another poster who used the word "Fluent".
Those whom I know in Spain and Portugal have a very 'Basic' knowledge of the local language.
