Once people are here it is difficult and expensive to find them and remove them. I suspect that this is an accountancy trick so Labour can fudge the numbers somehow.
Far better to stop them coming in the first place.

Labour's hard left won't allow decisive action to stop or remove illegal migrants.
They will fudge for the next 4 years and leave the mess to Farage. Then the blue haired loons and their minority friends will be out on the streets demonstrating about 'human rights'. There will probably be rioting and reprisals, which will be used to undermine the Reform government. All you will see on the BBC, ITN and Sky are stories about the poor oppressed migrants and the evil far right.

Even then I don't think she has gone far enough, still it would not be fair to condemn her before giving it a chance. We shall see.
Labour know it is not possible to stay angry for four more years, they will do a bit on immigration double the Winter Fuel allowance and win hearts and minds they expect a few bumpy by elections they happen to every government it goes with the job.
