Having lived in a Muslim country and conducting interviews into marriages, it is most definitely a cultural thing and most definitely a fear of retribution from, not only the Community but from within the family. It is a similar scenario as to when offspring are told who they are to marry, often within families, if they object either completely ostracised or worse. I do not think it goes as far as no trust in the Police.

Classic Sir Humphrey. If you do not collect the data then you can deny the problem exists. When finally you have to admit it does exist you point out that you didn't know because you didn't collect the data.

If that was the motivation for not collecting the data you would be right but it almost certainly was not.

There was, and still is, a strong argument for not collecting this data. Not that too many here will understand why.
