Alot of Everton fans saying he was never the same player since he had a bad injury. Probably why he doesn't feature in Everton's first team.

£20m would have been ridiculous.
(At least the JSL deal can be somehow offset by selling Mateta for a reasonable amount).

It's only a loan so if it happens ok if it doesn't not bothered. (Shame we dont know what the loan fee would be we have been wasting millions on loans which have not worked)

The issue I have is again how amateur we are and handling all this it keeps happening every window no matter who director of football is so it proves that person is not the issue so is it SP?

Well if he had joined he would immediately have become the best crosser of the ball at the club against admittedly not particularly strong competition.
I can see more merit in him than Johnson, for example , in terms of overall squad balance.
He can't get in the Everton team. Why is he good enough for us?

He was injured and N'diaye and Grealish did well in the wide positions for Everton.
When N'diaye went to AFCON , McNeil became involved again.
McNeil would have been a squad player at Palace , but I don't see that as a bad thing as a different option.
He would have been our best set piece and corner taker which is such an important part of the modern game.

It's not the end of the world that he hasn't joined, but I feel he would have offered something different than others in the squad - particularly if you're looking for somebody to provide pinpoint crosses to Larsen.
