The flip-switch to go from soft policing of crime to hard-strict authoritarian ? what and when is the switch ? probably when there is widespread vigilantism. When the public are sick and tired of phoning the cops and nothing happens.

Current, low-level vigilantism is already upon us. To what extent it is statistically signficant or at historic levels ? that is very hard to say.
