I understand your thinking and I have witnessed such antics but it is not prevalent.
Once IFAB have introduced a time limit for long throws, the natural progression will be to spread their tentacles into all throw-ins !! Whatever next ? Penalties/Free-kicks when a wall is formed - a time limit from when the referee blows the whistle ?
Perhaps they might consider a time limit in respect of the VAR making a judgement and the time a referee is permitted to adjudicate when referred to the monitor !!!

In halcyon days, there used to be a referee and two linesmen.
In this modern era, we have a referee, two assistants, a 4th official, a VAR, an Assistant VAR etc etc.
With the way the game is developing it will not be too long when one will be able to add a 'Dedicated timekeeper' to that list !!

The point I was trying to make was that with all this extension into time limits, and I suspect more on the horizon, a dedicated timekeeper will be necessary !

Some would argue that He/she has enough to contend with dealing with managers and coaches disputing decisions and would distract them from time keeping duties at vital times.
Once time limits are introduced in certain scenarios, the natural progression is an extension into other aspects of the game. The 8 second rule for goalkeepers has been introduced, now consideration is being given to long throws - more will follow !

I'd prefer Wenger's suggestion that the game be cut back to an hour with the clock stopped when the ball is dead. That would provide 5 minutes more football than is currently the case.

I'm not sure how helpful this will be. Often the second yellow is well deserved but it's the first yellow that is the problem.

With the greatest of respect I reject this with every fibre of my being.
Suffice to say we don't have asymmetric views about Mark Clattenburg.
I have listed Mark's achievements in the game, accordingly I have nothing more to add on this matter.

Let us debate VAR and not get side-tracked by concentrating the discussion on Mark Clattenburg.
