as a minimum, the Carnival needs to be sealed off with turnstiles, knife-scanning arches, and people charged a Tenner for admission. Tickets to be purchased online with identification of all entrants. Refusal of entry to anybody previously convicted or caught carrying weapons.
Personally i would also ban admission to anybody with a ton of previous convictions, especially for violence or gang-related drug-trafficking.
The revenue used to pay for Security, Litter clean-up, public portable toilets, and all other expenses. Funded by revellers and not the Taxpayer. Like the TV license, Why should Joe-Public pay for a product he doesnt even consume ?
Lets help make the actual Carnival resemble a happy Family event. That which our Mainstream Media propaganda outlets already beam into our living rooms.
Pay for entry. And to anybody who says "but that wouldnt work" i reply "the current setup doesnt work"

Only for policing in the stadium. I am guessing he means outside like at Norwood Junction or the high street.
Extra police who would otherwise be doing their normal work like not investigating burglaries, shoplifting . theft etc but trawloing through social media for hurty words and arresting people for thought crime.
