It remains a strong possibility that the next Parliament will produce a coalition government, a Labour/ Green pact would produce Ed Milliband as Prime Minister,as Polanski knows full well he doesn't have the gravitas and a full blown green agenda would ensue, Ulez throughout the country would be one measure.
