Agreed. Civil Servants are supposed to be impartial which means they support government policy regardless of which party is in power. This is not about following orders which are illegal but about activist civil servants who aren't getting their way. Do the right then, resign and go protesting.
There are certain parts of the Foreign Office for what you seem to be suggesting. Covered by the official secrets act so not much can be said about it. I'd suggest they're unlikely to be activists or they wouldn't be there. They know what they're doing (arguably!).Sir Humphrey would have the better of you there.
