I haven’t read all the information but please explain what you think is wrong with our government explaining to people who have only experienced completely different cultures what ours expects of them?
It seems a necessary first step to me, followed by clear explanations of what happens if they fail to respect what we expect. Making sure what happens is a sufficient deterrent runs parallel to it.
