Will judge Andy when he actually decides to do something of real consequence for the country.
So far he seems happier doing things that are not too important and where he can't really go wrong !

What he is doing is actually politically very clever. He is announcing little things that people care about but cost very little. They provide a feel good boost to counter the impending budget which is almost certain to generate critical headlines. Budgets usually do when they take rather than give. As this one must.
