I'm not sure that is correct. Like you I assumed that saying related to a lack of taste. A friend did her doctorate which she called Fur coat and no knickers so she explained to me the correct meaning.

It's someone who spends money on the trivial e.g. fur coat but can't afford to spend money on the essentials. In the case of a man a guy who drives a flash motor but lives in an absolute shithole. So it all about outward appearances.

I assume that this lady is not short of a few bob, but money does not buy taste.

in that case it makes sense that Man Utd are trying to swap him for Jaydon Sancho

especially considering his injury record at Juve last year:
Oct-Dec - Muscle fatigue
Dec - Muscular problems
Feb - Muscle fatigue
Feb-April - Hamstring injury
