He did concede 7 against Arsenal but they wasn't all his fault apart from maybe one.
He'll be signed as the number 2, probably with the understanding that he'll get a good chunk of the domestic cup games and to be ready if Henderson gets an injury or an enormous form dip. When Henderson joined he started off as the 2.
Every club with half a brain has a number 2 that can operate as the number 1. Arsenal now have Kepa, Liverpool (incredibly) have Mamardashvili and Allison, City have Ortega, Newcastle Dubravka, Steele at Brighton, Tottenham have keepers coming out of their ears...

He was supposedly on around 25k per week at PSV. We've probably offered him at least double that. Added to that, we have the Europa League (hopefully!), two domestic cup competitions and the PL season, so he should have opportunities to get starts.
