I think that's outgoing loans .Incoming is two from UK teams or 4 from international teams but no more than 2 in total at any one time .
So you can send back your loans in the winter window and replace them if they are international but not if they are domestic

Incorrect the EPL rules apply for only Domestic.
Go and look it up.
Fifa rules apply when it comes to players outside which is upto 6 from abroad.
2 domestic with 4 max over whole season unless under 21.
From abroad upto 6 and again u21 do not count nor do players you loan and then purchase (I remember us doing this with Mateta)
This is coming from all the documents from Fifa etc the Premier League handbook only goes into details about domestic because that is the only power they have.
If I am wrong i apologize & pls provide me the details it would be interesting to read it also why it was changed.
