Of course any child that has increased lung capacity should be welcomed. However other researchers have pointed out that this may not solely be down to ULEZ and that there are other contributing factors.

I get why Khan is celebrating and it is good news, just take it's all down to ULEZ with a pinch of salt.

One example.

ULEZ is mainly targeting old unhealthy vehicles. If the number of non compliant vehicles have fallen this may have happened with or without ULEZ as over time people simply trade in their old banger for a new car. You can prove the number of cars has fallen you can't prove that this is down to ULEZ and not simply buyer choice.

COVID lockdown may have also had an impact.

SK wouldn't own a car. He'd lease it via expenses on the Mayor's account. And it wouldn't be an economical marvel like the Micra, although he 's the perfect size for it. He'd be more likely to go for a Range Rover (diesel), or other urban monster, that he'd need step ladders to get into and a cushion to see over the steering wheel.

I'm sure this s just a clerical error, maybe it was owned by Khan at some point in the past.

Anyway it's poetic justice and I hope it gives him grief. There are thousands of people who have been incorrectly fined by TFL over the years for various offences which did not relate to them. Or the notice was sent to a wrong address.

Those poor sods have had to spend time and money proving it was an error.

Back at you rubber glue Khan.

His mum or wife would have a Micra though. One of around that age is the norm. I don't believe him. It's his mum's car.

Something most certainly non ULEZ
 
Or someone could suggest that any old/untaxed/uninsured cars that are seized, are put in the name of 'someone' before being scrapped, so they can collect cash-back on the vehicle scrappage scheme.
Except this one time, they forgot to scrap the vehicle in time, and BANG,...DVLA get involved.
I'm not suggesting that's what happened. But it's a great money-making idea for those in power.
