If you read this report you can see that, in his opinion, precisely the reverse is true. He feels if he apologised, rather than simply explain, that this would be immediately exploited by Farage and Reform. Which in turn would add fuel to an already dangerous situation.Childish behaviour which wont win him any friends. He accepts that it was offensive and he made a mistake, just apologise and move on.
By not apologising he is giving legs to what is really a non story. It will now move from politician made a mistake to politician not fit to be a leader.

The press have tried this approach before. They were wrong then; were called out; kept quiet for a few years; and have now rehashed the same twaddle during the news desert that is the summer thinking nobody would notice.
The offences referred to probably encompass some of the "hurty words" messages that the Mail and Express and many on here get exercised about, albeit at the more serious end of the spectrum ("grossly offensive" being a high bar). There may still be debate over whether the boys in blue are required on them, but...
The offences captured by this FOI request capture a much wider range of offences coming within the "sending grossly offensive, indecent, obscene, or menacing messages" category. Thus, if your teenage daughter was sent (along with the whole school) a picture of her naked that caused her to jump in front of a bus, that would be included. They would also include threats of death to Farage.
If you think those are silly, diddums, hurty words, where the recipients should grow a pair, then perhaps you might want to argue that point.

Of course some deserve to be arrested for serious things but there are thousands of people getting picked up for expressing an opinion which doesn't fit the popular narrative.
