It is normally if you are a Pakistani, which I suspect he is.

He cannot be deported ? maybe that is a good thing. I mean, the lads at Nuremburg never got deported. You don't want him heading to Pakistan and staying at a 5 star hotel for the rest of his life ?
Put him to managing a kebab shop or minicab firm.....maybe in Thornton Heath. What could possibly go wrong ?
