They certainly are and there have been various media reports about how the NHS is reducing them through dubious means rather than improved productivity.Waiting lists are receding under the present government as is immigration.
The highest nhs satisfaction rating was in 2010 of 70% but fell away sharply in the tory years to around 20%, they really were that bad.
Failed neo-liberalist policies such as privatisation are enduring under labour, if it doesn't work nobody is going, at present, to fix it.
But labour are doing better than the tories.

Read about my mum earlier. Got seen by the minions within an hour so target met. The fact she sat there for 7 hours with a fractured arm didn’t get recorded strangely !They certainly are and there have been various media reports about how the NHS is reducing them through dubious means rather than improved productivity.
Personally I have been kicked off a waiting now at least 3 times (nothing I did) each time they had not solved my issue.
Example I have a torn rotator cuff I was told a cortisone injection might help but would not cure it. Three months after the injection having been told to come back I was told I was kicked off the waiting list the day I had it even though I had been told it would not solve my problem and to come back when it wore off.
If the NHS looked at my treatment they would say they met their targets. I would say that after 1 year I still have not been referred to a consultant for advice on surgery which I have been asking for since my first scan revealed the issue.

My mother 83 fell a couple of weeks ago
At midnight I was at hospital with her in ashford.
Within an hour she was seen by the reception. A booking in nurse and then another booking in nurse. Then saw a triage at 5am and an xray at 8am. It’s fractured BTW.
The fact she was booked in within an hour works the target numbers. It doesn’t though add it took 7 hours in
A and E to get to see a doctor at best that was. Then discharged at 2pm.

I arrived at 9:30 and reception booked me in within 10 minutes before I was sent upstairs to "minor injuries" I was there for about an hour until I was seen by a GP who then sent me down to a different unit to be seen by a junior doctor. I was there for an hour or two until I was called in for a blood test which I queried as my problem was not blood related and was told that it's routine. I then had to wait for two hours to be seen by a doctor as that's how long the result of the bloods would take and after a 5 minute consultation with a doctor I then had to wait yet again until he could consult with his consultant who told me that I shouldn't have gone to A&E as it wasn't an accident or emergency despite having been sent there by my GP. I finally left at 4:15pm having waste the best part of a day there

Less physical and mental disability to treat because less in breeding by marrying blood relatives.
