As I understand it, a President requires Congressional approval to declare war. By describing it as a 'military operation', he seems to have been able to conveniently side step that requirement.

Do they NEED to say anything?
 
A simplistic reading of the overall situation would be that Russia is happy and is selling more oil. China are likely annoyed at a decent drop in their supply and a need for oil and gas for its industry. Everyone else is annoyed at the inflation at the very least. Would be nice to think there is less threat after attacking Iran but I can't say I believe there really will be.

China been watching US eat into their limited stock of many of their missiles and other armaments.
Every one going to Iran is one less available to send to Taiwan. Also a lot of US military resources gone to the Arabian Sea from the Far East.

China must be torn.

Short term this will hurt them

Longer term the US has been in decline for a long time as all empires go. Trump's acts can only accelerate that decline. India and China are positioned to fill the gap they leave.
 
Trump, Putin and Xi Ping will do what ever they want, and nobody will stop them, we are waiting for the forth Horse to appear, possibly Netanyahu.

Not if it’s Vance! There’s still work to do. Trump might now be a largely spent force waiting to be impeached again after the Democrats take both the House and the Senate but probably best to leave him as a lame duck than risk Vance.
