There are already 1m cars on the road with dodgy licence plates, plus every year hundreds and thousands do not pay their TFL fines / charges in Khan's London. Does anyone seriously think this self declared mileage will work?

And from January electric cars will have to pay £13.50 a day in London to cover the ULEZ charge.
