Welsh league cup

So Wrexham, Cardiff, Swansea and Newport have asked permission from the FA to play in the Welsh league cup, which the winners will qualify for the Europa league. Surely the FA won't let this happen, all teams have agreed to exclude any profit derived from representing Wales in European competition from financial regulations in the prem and football league. How can this be fair, they will still use the money In other aspects to improve their clubs, they will also attract more money through sponsorship that they otherwise wouldn't have access to. Also how is it fair on the clubs in the Welsh league having to compete with 4 clubs that have a far bigger budget than them.

If they want to play in the Welsh league cup, then they should leave and join the Welsh league.

They used to play in the Welsh Cup up until around 1990 or so. Some English teams also used to play in it. Kidderminster certainly did. However, if an English team won, they did not go to Europe - the highest finishing Welsh side would. I think Oswestry have won it loads of times - actually in England but play in the Welsh League.
