I haven't heard of anybody on a "Pay As You Play" contract since Edgar Davids.

They are still offered from time to time, eg Newcastle recently reported as offering one to Callum Wilson:

We were also reportedly in discussions with Eden Hazard in 2023, based on the concept of taking a pay per play risk with him.
