I don't think he needs to as the numbers of what they ship really to Europe is 1-13th of what they export to the US. Canada cannot physically get the majority of its natural resources to Europe without going through the US because they physically don't have the pipelines available to do it.

This also holds true for places like Ottawa, where the majority of their Alberta oil actually goes through US pipelines.
