In my view it should include who they managed to keep, if it strengthens the squad, if it makes the squad depth better, if it secures the club on FFP well ie the longevity of the transfers, and against the aspirations or needs of the club. In that context I'd put us near the top, at least a B rating. LiVARpool spunking half a billion doesn't mean s***, Man Utd did that a few years back and look at them.
