Perhaps they believe that because they aren’t childish student level debaters, but serious professional diplomats, that them taking such action will make others realise just how strongly they feel.

It’s never directly aimed at governments. It’s intended to make brainwashed people question their government.

Has it worked? For sure it has. Quietly and to complement diplomacy. Governments don’t like having to explain such things and whilst blaming others will work on some it won’t for all.
